The relationship between the air traffic control and the traffic flow management is in- troduced. Orientations of the air traffic control and the traffic flow management in the flight and differences between them are analyzed. The relationship between the air traffic control and the traffic flow management in U.S. and Europe is analyzed. The relationships between the air traf- fic control and the traffic flow management in different stages and levels are analyzed. Differences between the air traffic control and the traffic flow management in the civil aviation are analyzed. Finally, it is conclued that the traffic flow management is the necessary management method in the development process of the traffic flow and it constitutes the full air traffic management activ- ity with the airspace management and the air traffic control.
