论中国海关治理现代化的实践途径

Approaches to Governance Modernization of China Customs

十八届三中全会将推进国家治理体系和治理能力现代化确立为全面深化改革的总目标。海关是国家的经济大门,也是国家的政治大门,海关治理现代化是国家治理现代化的重要组成部分。本文从中国海关治理现代化面临的挑战出发,阐述了推进海关治理现代化的制度障碍,以及深层次根源,在此基础上,就加快推进海关治理现代化的必由之路作了初步探讨。

The promotion of modernization in state governance system and the governance capacity was stated as the general objective of all-round deepening of reform initiatives in the 3rd Plenary Session of the 18 thconference of CPC. Customs serves as both the economic and political gate of the nation,the modernization of Customs governance therefore constitutes an indispensable part of the state governance modernization drive. Taking the challenges for governance modernization of China Customs as the point of departure, this paper discusses its institutional barriers and traces their corresponding causes. Consequently,the inevitable course for stepping up Customs governance modernization drive is explored to some extent.
