摘要
随着中国社会经济的快速发展,社会需求呈现出明显的多元化、动态化、集成化、高效化、广泛化等特征,并对各公共管理部门提出了新的要求。为了更好地适应社会需求变化,海关积极调整自身管理思路,优化行政职能,以渐进式改革响应环境的变化。当前,改革面临的突出问题体现为管理资源分配模式亟待优化与条块分割管理模式之间的矛盾。为推进海关管理现代化,文章对海关协同治理模式进行了研究。本文从行政管理发展历程角度对中国海关发展阶段和特征进行了总结,以"客户导向"理论为基础提出了海关社会协同治理PDCA模型;以该模型为框架,探讨了海关社会协同治理模式需要遵循的基本原则。该研究进一步明确了未来海关行政改革的方向,探寻了有效的改革方式,并丰富了改革的思路和方式。
With the rapid social and economic development in China,social demands are undergoing changes showing such distinctive features as diversity,dynamic,integration,high efficiency and wide range,thus calling for new higher standards for public service institutions. In order to adapt to changes in social demand,China Customs must proactively adjust its management philosophy,optimize its administrative functions,and carry out gradual reform in response to changes in its service environment. Currently,the fundamental challenges for Customs seem to lie in the fact that while its service resources have to be optimized,it still has the problem of fragmentation in management structure and mechanism. This paper,reviewing the evolution of administration mode of China Customs,explores a tentative collaborative governance mode for China Customs in its modernization drive,and,proposes the PDCA model for the collaborative governance on the basis of"client-oriented"theory,and discusses some basic principles of collaborative governance.
