海峡两岸卫生检疫标准比较研究

The comparison of health quarantine standards with both sides of the Taiwan Straits

目的揭示海峡两岸卫生检疫标准的内在联系,探索两岸卫生检疫标准实现共通的可能模式和途径。方法从管理体制、体系结构、适用范围、更新速度、常见术语等方面对海峡两岸卫生检疫标准进行比较,分析实现互通的可行性。结果两岸卫生检疫标准体系既有共性也存在一定差异,法理和专业的一致性是两岸卫生检疫标准实现互通的基础。结论构筑两岸卫生检疫标准共通平台,推动两岸在口岸核心能力建设、热带病防控、邮轮卫生方案、体检互认等共同关注的卫生检疫工作进一步发展,为深化《海峡两岸医药卫生合作协议》成果提供技术保障。

Objective This paper aims to find out the relationship of health quarantine standards between China's Mainland and Taiwan,and to explore potential mode for their interoperability. Methods Comparison is made from the perspectives of administrative framework,structure and components,applicable scope,upgrading and updating frequency,and common terms between the two systems. Results Both differences and similarities are found. There also lies a solid foundation for positive interoperability between the two systems because of their common legal and technical basis. Conclusion It is essential and practical to set up an interoperating platform between the two standardization systems,which is helpful to push forward cross- strait cooperation in core capacities development at points of entry,tropical disease control,cruise sanitation program,recognition of health examination results and other commonly concerned public health issues,and to consolidate the achievements made under the framework of Cross- Strait Cooperation Agreement on Medicine and Public Health.
