Innovation, Effective Supply and the Development of Producer Service Industry: Based on the Perspective of Industrial Structure Upgrading

我国产业结构长期被"低端锁定"在全球价值链的低附加值环节,迫切需要实现产业结构的转型和升级。创新、有效供给以及生产性服务业对经济发展方式转变和产业结构升级有极强的引导和带动作用。将通过对创新、有效供给以及生产性服务业等因素的分析,探索创新、有效供给以及生产性服务业推动产业结构转型和升级,带动我国产业在全球价值链(GVC)获得控制权的路径。最后,提出继续加大教育投入,鼓励企业创新,加强知识产权保护,深化体制改革,减少政府管制等政策和建议。

The industrial structure of our country has long been locked in the low value-added sectors of the global value chain, which urgently needs transformation and upgrading. Innovation, effective supply and producer service industry have a strong guiding role in transferring economic development mode and upgrading industrial structure. This paper explores the path for China＇s industry to gain control in GVC（Global Value Chain） through the transformation and upgrading of the industrial structure promoted by innovation, effective supply and producer service industry and suggests that the government invest more money in education, encourage enterprises to innovate, strengthen the protection for intellectual property rights, deepen system reform and lessen government control.
