基于可持续发展的额尔齐斯河水资源合作开发利益协调机制

Research into Interest Coordinating Mechanism of Cooperative development for Sustainable Development of Ertix River

额尔齐斯河水资源开发对我国新疆地区用水安全及工农业发展具有战略性作用,然而作为跨界河流,中国与其下游哈萨克斯坦在很多利益方面存在差异,使得两国的合作开发面临很大挑战。通过对额尔齐斯河流域目前相关合作现状的研究以及水资源合作开发利用主体及其诉求的分析,依据可持续发展的理论,提出了可持续发展的额尔齐斯河流域水资源合作开发的利益协调机制理论模型。

With the change of international political pattern and the increasing attention to strategic attribute of water resources,the cooperative development of water resources among countries is growing. However,some new problems have emerged. At present,scholars have obtained abundant research achievements on cooperative development of international rivers in southwest region. But as for rivers in the northwest,such as Ertix River and Khorgos River,the research results are few. Most studies are limited to hydrology, water safety information sharing, shipping,fishery cooperative use of water resources, and environmental protection. Therefore,based on the theory of sustainable development, this paper proposes interests coordinating mechanism for the cooperative exploration and utilization of water resources by analyzing the status quo of Ertix river basin and the main body and its appeal to deal with the cooperative use of water resources.
