摘要 高校科技创新能力是评价高校在国家创新系统中地位和作用的重要依据,其评价体系与方法亟待完善。结合主成分分析和熵值法,以100余所"211"及省部共建的高校为研究对象,构建了高校科技创新能力评价指标体系,并对研究对象在2009年至2013年的科技创新绩效进行评价。基于主成分分析和熵值法模型的分析能兼顾主观和客观因素,对评价高校科技创新能力具有有效性和科学性。另外,针对目前科技发展存在校际和地区间不平衡问题,提出在构建高校科技创新能力评价体系中应引入质量因子等新指标,建议高校科技创新能力评价应根据不同发展阶段采用分类评价指标体系。 Universities ' scientific and technological innovation capacity is an important basis for the evaluation of universities ' status and function in national innovation system. Its evaluation system and methods need to be perfected. Based on the principal component analysis( PCA) and entropy value method,the evaluation index system of universities ' scientific and technological innovation capacity is built. The paper takes more than 100 universities which belong to 100 key universities construction project of the 21 stcentury or are sponsored by provincial government for instance and evaluates their scientific and technological innovation performance from2009 to 2013. Then the paper puts forwards that the new evaluation system on the basis of the principal component analysis and entropy value method can take both the objective and subjective factors into consideration,which is effective and scientific for the evaluation of universities 'scientific and technological innovation capacity. In order to cope with the unbalanced development of science and technology among universities and regions,it proposes that the new evaluation system of scientific and technological innovation capacity should use new index of quality factor and should be categorized pertaining to various stages.
