关于完善惠农直补政策的调查与思考

On the Improvement of Benefiting-farmer and Direct Allowance Policy:Some Investigation and Thoughts

中央惠农直补政策在基层效应明显,但在制度层面仍存在一些问题值得关注,一些补贴项目补贴的标准偏低,一些补贴项目不符合政策设计的初衷,相应的配套措施不健全。为此,应建立健全与市场紧密挂钩的价格补偿机制,重新调整和规范有关补贴项目,新增惠农直补资金可向农村公益事业建设适当倾斜,让农民群众得到更多实惠。

The benefiting-farmer and direct allowance policy from central government has made obvious difference at grass-root level, but in itself there are still some institutional problems, like low standard allowance for some projects, compesation arbitraries,unsound supporting systems, etc. Therefore, the paper claims that we need to establish a sound price compensation mechanism hooked up tightly with market, readjust and standardize some compensation projects, and lead the newly increased fund to the construction of rural public good, thus benefiting farmers to a large extent.
