城镇化进程中征地拆迁的矛盾纠纷及化解机制的思考

On the Contradictions of Demolition and Dissolving Mechanisms in Urbanization

构建和谐社会,必须正确处理好城镇化过程中出现的人民内部矛盾。征地拆迁矛盾就是我国城市化发展过程中出现的暂时的、局部性人民内部矛盾。造成该矛盾的原因很多,主要有:征地拆迁的法制缺失;追求经济效益,忽视了社会公平;群众参与渠道不畅和利益诉求机制不健全;政府管理落后,干部的官僚主义工作作风和恶劣的工作态度使干群关系紧张等,必须用非对抗式的,即和平的、民主的方式来解决,始终坚持把人民群众的根本利益作为一切工作的出发点和落脚点,通过创新社会管理,建立防范和避免矛盾的发生机制、畅通民意诉求表达机制、利益协调机制、利益保障机制等有效地预防矛盾、发现矛盾和快速化解矛盾。

Building a harmonious society must correctly handle the contradictions among people in the process of urbanization.Contradictions of demolition are temporary in the course of development of China＇s urbanization and regional among the people. The main causes are like rule missing of land demolition; economic pursuit, ignorance of social fair; unsound masses participation channel and interests demands mechanism; backward government managemen, cadres of bureaucratic work and badly work attitude, etc. So,there needs a non-confrontational way, i.e. peaceful and democratic way to solve. Besides, we should put the fundamental interests of people as the starting point of all work, introduce innovation of social management, establishment of mechanisms to prevent and avoid conflicts, mechanisms of expression of public opinion, mechanisms of interest coordination, and mechanisms of security, so as to prevent conflicts of interest effectively, and resolve conflicts quickly.
