新一轮国资国企改革的两个核心是分类监管和混合所有制,涉及市场经济在配置资源中起决定性作用下政府职能的转变——新型政商关系的构建和国企分类。在分类监管机制下,须明确企业的核心利益相关人,构建其核心价值观,对其采取"基于平衡计分卡"的国企绩效考核方式。
The two key of this new state-owned enterprise reform is classified supervision and mixed ownership. The paper makes a certain amount of reflection and analysis from a broader new perspective behind the two keys. Article focus on political-business relations building, analyzing SOE, s CSR and the performance evaluation based on the balanced scorecard in various types of state-owned enterprises.
