门诊医学证明文书管理中存在问题的原因及对策探讨

The Cause of the Problems Existing in the Management of Outpatient Medical Certificate Documents and Its Countermeasures

医学证明文书是由医疗机构向患者等需求方出具的与病情相关的证明类材料;由于其缺乏统一的管理规定和行业标准,导致在医疗证明类文书的管理方面出现了诸如院方出具虚假证明、人情证明、以证明代鉴定等违规现象,给医疗机构和医务人员带来了较为严重的职业风险隐患。为了规范医学证明管理,文章从分析医学证明文书所存在的问题入手,在分析其产生的原因的基础之上,有针对性地提出了解决策略。

Medical certificate is a kind of disease-related proof materials issued by medical institutions to the demand side such as the patients. And the lack of unified regulations and industry standards resulted in some irregularities in the management of medical certificate documents such as false certificate from the hospitals, personalized certificate, and the replacement of identification with certificate, etc., which brought serious occupational risks to the medical institutions and medical staff. In order to standardize the medical certificate management, this paper puts forward the solution strategy by analyzing the problems existing in the medical certificate documents and the causes.
