江苏省高速公路建设管理现状的调查与改进建议

Investigation on the Present Condition of Highway Construction Management in Jiangsu Province and Its Improvement

通过深入业主、施工、监理、设计单位进行实地走访调研,分析了省高速公路建设管理模式的运行现状和管理体制。以细化省、市责任权利为切入点,研究提出完善江苏省高速公路建设管理体制的一些想法:常设省、市两级高速公路建设管理机构;地市级以下建立建、管、养一体的高速公路管理部门,明确各建设管理机构之间的责任划分,提高征拆等工作推进力度。

Based on the field investigation into property owners and construction,supervision and design units,this paper analyzes the running status of management mode and management system of highway construction in Jiangsu province. In terms of refining provincial and municipal rights and responsibilities,it presents some suggestions on perfecting the management system of highway construction in Jiangsu Province,such as setting provincial and municipal highway construction management agencies,making a clear division of responsibilities shouldered by different construction management agencies,making efforts to promote the levy demolition work and establishing integrated highway management department involving establishment,management and maintenance below municipal level.
