摘要
作为西安经济的重要增长极和建设国际化大都市的先导区,西安高新区经济的快速发展对其人才资源的开发与利用提出了更高要求。为了推动西安高新区的可持续发展,提升园区在国家级高新区中的竞争地位,通过对西安高新区人才资源总量的统计分析,并与中东西部国家级高新区的人才相关指标进行对比,研究发现西安高新区人才发展过程中存在如下问题:人才队伍具备规模,但与先进园区相比尚有差距;科技活动人员匮乏,科技创新实力有待提升;人才结构不合理,人才政策体系仍需进一步完善。针对存在的问题提出了相应的对策与建议,即推进人才发展战略,促进人才资源开发利用;加强科技人才队伍建设,提升科技创新实力;不断完善人才政策体系,优化人才队伍结构。
As an important growth pole in the economy of Xi'an and a prior region to build international metropolis,the rapid development of economy in Xi'an high-tech Zone has put forward higher requirements to the development and utilization of talents. In order to promote the sustainable development of Xi'an high-tech Zone and enhance its competitive position in the national high-tech zone,the paper made a statistical analysis of the talent resources gross and a comparative study on talent indexes among the Eastern,Western and Central national high-tech Zone so as to find out the problems existing in the talent development process of Xi'an high-tech Zone. The problems are as follows. Talents in Xi'an high-tech Zone have a certain scale,which still exist a gap with the advanced Park; there is a lack of talents in scientific and technological activities,and the strength of science and technology innovation needs to be improved; the talent structure is not very reasonable and the talent policy system still needs to be further perfected. From the analysis of above problems,the paper proposes the corresponding countermeasures and suggestions,that is: Promoting the talent development strategy to accelerate the development and utilization of talent resources; Strengthening the construction of science and technology talent team,and enhancing the scientific and technological innovation power; Constantly completing the talent policy system so as to optimize the structure of talents.
