安徽省土地节约集约利用特点及对策

Characteristics of Economical and Intensive Utilization of Land and Some Measures in Anhui province

安徽省目前处于工业化、城镇化快速发展期,这一时期土地利用特征表现为粗放利用与集约利用并存。通过对土地投入、利用、产出等方面进行分析,安徽省土地节约集约利用水平逐步提高,但仍存在划拨用地占比高、闲置低效用地问题突出、土地产出效率相对较低、省内土地节约集约利用差异较大等问题。建议:探索基础设施、社会事业用地有偿使用;建立存量用地调整评估制度;建立不同类型不同区位的存量用地盘活机制;建立差别化的土地利用政策等。

Anhui province is experiencing a period of rapid development of urbanization and industrialization, in which the coexistence of extensive utilization and intensive utilization is the land use characteristics. Through analysis of the use and input-output of land, this paper points out that while the land economical and intensive utilization has gradually improved in Anhui province, some problems have also existed, these problems include the high proportion ofgratis land,serious idle and ineffi cient use land,relatively low land output effi ciency,large differences of intra-provincial intensive use of land. Under these circumstances, this paper has suggested that we should engage in our efforts to explore the measures for paying for the land use of infrastructure and social undertakings; establishadjustment and assessment system for inventory land, and reuse stock land system according to different types and different location as well as differential land use policy.
