矿产资源“走出去”进入澳大利亚的形势及建议

The Situation and Recommendation for “Go global strategy” of Mining Resource into Australia

我国在澳大利亚的矿产资源勘查开发成果突出,搭建了中澳资源投资交流平台推动双边矿业合作。投资合作中应重视项目所在地区的投资指导政策、外资审查、澳方核心利益、开发门槛、中外商业性矿产勘查差异、勘查技术规范标准的不同等方面的问题。为进一步深化中澳矿业合作,要加强高层交往,强化协商机制;完善合作关系,拓宽合作领域;加强各方交流,搭建合作平台;扩大合作范围,深化政府间合作;加强社会意识,承担相关责任。更好地发挥政府引导作用的建议:(1)保证中资企业利益,加快推进"走出去"战略;(2)开展成矿研究,建立评价体系;(3)加强中资企业实力,重点区域重点支持;(4)加快完善我国矿业权交易平台;(5)探索建立矿业市场逆市补偿机制。

China has got excellent achievement on mining resource exploration in Australia. For example, it has established a communication platform with a view to promoting bilateral cooperation with Australia in fi eld of mining investment. While there＇re several issues we should pay attention to in the process of cooperation, such as guidance and scrutiny policies of foreign investment in Australia, core interests of Australia, exploration threshold and difference of commercial prospecting and its standards between China and Australia, etc. In order to deepen the bilateral mining cooperation in mining between China and Australia, we should promote toplevel communication, strengthen the negotiation mechanism, perfect cooperation relationship, broaden cooperation scope, promote communication in all-levels, establish a cooperation platform, deepen the inter-governmental cooperation, enlighten social awareness and take the responsibility. There＇re several recommendations for government to take the lead role better： fi rstly, to guarantee Chinese companies＇ interests and promote ＂Go global strategy＂; secondly, to start up the research of mineralization and establish an evaluation system; thirdly, to reinforce Chinese companies＇ strength and select key areas to deploy support; fourthly, improve mining rights trade platform in China as soon as possible; fi fthly, establish the anti-cycle compensation mechanism in mining market.
