摘要
学校发展规划对推动我国中小学管理改革起到了十分重要的作用与影响。由于学校发展规划属于一种管理手段与管理方法,如果对其认识不到位,在制定与实施过程中就会产生偏差。本文主要探讨学校发展规划制定与实施过程中的局限性,主要体现为:对学校发展规划内涵认识不到位,规划理论基础相对薄弱,规划文本制定过程中存在不足之处,规划设计与规划实施之间存在落差,"经验至上"的规划方式。分析学校发展规划制定与实施过程中的局限性,有助于我们更好地认识和发挥学校发展规划的价值。
School development planning (SDP) plays an important role and influences the reform of primary and middle school management in China. However, because SDP belongs to a kind of management method, deviations will arise in the development and implementation process if it is not deeply explored. This paper mainly discusses the limitations of SDP and its implementation process. It is mainly demonstrated in the following aspects: Improper understanding of the connotation of SDP; the relative weakness of the theoretical basis of SDP; deficiencies existed in the process of text formulation; the gap exists between planning design and school implementation; and the experience-oriented planning style. Analyzing the limitations of SDP will help us to realize the value of the school development plan.
