晋冀鲁豫边区各地土地集中趋势日益明显,封建剥削依然沉重,存在着减租的迫切性和实践空间。边区各战略区结合本区实际,在维护统一战线的原则下,确定减租具体政策。减租运动对边区土地关系的变动产生了积极影响。地主的土地占有比重显著下降,中农、贫农的土地占有显著增加,农业生产率相应提高。但是,由于减租斗争对地主阶级采取的是经济手段的削弱,所以土地占有状况仍然不乐观,有待通过更深入的土地改革获得实质性的解决。

The communist party organization and government of Jin-Ji-lu-yu border area led masses to carry out the movement of reducing rent,which led to the modification of land relationship actively.The occupancy of landlords declined and accordingly the one of middle and poor peasants increased.However,the state of land occupy remained unsatisfactory because of its simply economical method of this struggle.
