铜陵社区模式研究

Tongling Community Model

安徽省铜陵市率先开创的社区体制模式,是以撤销街道办事处为核心,变区、街道、社区三级城市基层管理体制为区、社区两级服务形式,简称"铜陵模式"。铜陵社区模式的改革减少了社区管理层级、提高了社区服务效率、创新了社区管理体制、强化了社区居民自治,同时也存在社区定位不明确、去行政化困难、工作人员队伍有待提升等问题。铜陵社区模式的完善需要正确定位社区的性质和功能,正确对待社区的去行政化问题,实现社区自治的目标。

Tongling City in Anhui Province pioneered community institutional model,based on the core revocation street office,variable area,street,three urban grassroots community management system for the district,community service in the form of two,referred to as ＂Tongling model＂.Tongling reform community model reduces the level of community management,improves the efficiency of community service,innovation and community management system and strengthens the community autonomy.But there are also some problems like unclear community orientation,the difficulties in deadministrating,and workforce remaining to be improved.Tongling perfect community model requires the correct positioning of the nature and functions of the community and the correct treatment to the de-administration of community problems in order to achieve the goal of community autonomy.
