宁夏水权转换工作进展及水权交易工作设想

Progress of water right transfer and planning for its trading in Ningxia

宁夏回族自治区开展水权转换工作是在黄河水资源供需矛盾极其突出的背景下提出来的。截至目前,水利部黄河水利委员会先后批复了宁夏3个试点项目和后续6个水权转换项目,转换水量9 050万m3。在分析水权转换试点工作开展情况、取得的成效和存在的主要问题基础上,从工作思路、整体目标、主要工作内容与难点等方面,提出水权交易工作的设想。宁夏开展水权转换及水权交易工作对于经济社会的可持续发展,维护水资源的可持续利用,实行最严格水资源管理制度,具有重要意义。

Water right transfer has been gradually emerged under the increasing pressure of water demand over supply in Ningxia Hui Autonomous Region. So far, Yellow River Conservancy Commission has approved three pilot projects in Ningxia, with 6 water transfer schemes with a total sale of water amounting to 90.5 million m3.Working plan are worked out, in terms of strategy, overall objectives, working tasks and key issues, on the basis of procedure, achievements and main issues related to the pilots of water right transfer. The practice of Ningxia is of great significance to sustainable development of local economy and society, sustainable utilization of water resources and implementation of stringent water resources management system.
