江西大型灌区农业水价分担模式探讨——以锦北灌区为例

Sharing mode of water tariff in large irrigation district of Jiangxi Province——a case study of Jinbei Irrigation District

农业水价改革关系农民减负和基层水管单位的生存发展,也直接影响国家粮食安全和水安全。以江西省宜春市锦北灌区为例,分析目前我国农业生产状况和灌区管理单位运行状况,探讨农业水价改革的意义、原则和分担模式所涉及的各方情况,提出了农业灌溉水费应由政府与农民共同承担。

Reform of water tariff for agricultural purpose is related to alleviate burden of farmers and existence and development of local water management organizations and also has direct influence on national grain security and water safety. By using the case of Jinbei Irrigation Distract, the current situation of agricultural production and operation and management of irrigation district are reviewed. A model of sharing cost of irrigated water jointly by government and farmers are proposed by taking the factors related to the meaning, principle and mode of this reform into full consideration.
