General Thinking and Method Research of Shanghai to Comprehensively Deepen Reform during the "Thirteenth Five-year Plan" Period

"十三五"时期上海改革应遵循的思路:一是把握全局性、综合性和战略性问题,聚焦牵一发而动全身的关键领域,突破创新,全面深化改革。二是形成改革法治化的思维方式,以法治推进改革,以改革促进法治,构建依法治市的基础。三是实现国家战略与上海需要的融合,形成可复制可推广的经验与保持发展领先地位两个目标的融合。四是发挥自贸试验区和浦东综合改革的引领作用,依托重大开放战略,对标国际惯例,形成开放倒逼改革的机制。五是加强改革的底线意识和风险意识,不逾越风险底线,不犯颠覆性错误,掌握战略主动权。六是加强战略定力,保持现有重大改革的延续性,并与正在研究的未来改革发展相衔接。

During the ＂ Thirteenth Five-year Plan＂ period,Shanghai should obey the following reforming ideas：firstly,to take control of general,comprehensive and strategic issues of much importance,innovate and comprehensively deepen reform;secondly,form the awareness of reform under the rule of law,to promote reform with the rule of law,the improve the rule of law with reform,so as to build the basis of the rule of municipality in accordance with the law;thirdly,to realize the fusion between national strategies and Shanghai＇s needs,so as to achieve the fusion between the goal of forming replicable and propagable experience and maintaining the leading status;fourthly,to perform the leading function of CSPFTZ and Pudong comprehensive reform role in the reform,relying on the major opening strategy,conforming to the international practice,to form the mechanism of opening reversing reform;fifthly,to strengthen the consciousness of the bottom line and risk,making no disruptive errors and mastering the strategic initiative;sixthly,to strengthen strategic concentration,maintaining the continuity of the existing major reform,and corresponding to the future reform development research under studying.
