摘要
社会转型期农村民间调解日益衰微,人民调解有所弱化,行政解纷方式需进一步改革,司法解纷有所上升,但也存在不适应农村社会需要的问题,而且各解纷方式往往各自为战。当前,农村社会需要构建内部协调统一,有机衔接的多元化纠纷解决机制。
In the social transforming period, each dispute settlement form works separately,with the pri- vate mediation deteriorating in the rural society, people＇s mediation mechanism being weaken, further re- form in administrative dispute in need, while judicial dispute settlement gaining popularity, though not satisfying enough in terms of rural social needs. Therefore, establishing a multi-level dispute settlement mechanism with internal unifying characteristics and different dispute settlement forms working together is in great need.
