公共服务均等化、民生财政支出与城市化——基于中国286个城市面板数据的动态空间计量检验

Equalization of Public Services,Financial Expenditure on People's Livelihood and Urbanization——an Empirical Study Based on Dynamic Spatial Econometrics Models by Use of Panel Data from 286 Cities of China

构建指标体系测度我国286个城市2002年-2012年的地区公共服务差异度和城乡公共服务均等化水平;分析公共服务均等化及民生财政支出影响城市化发展的机理;构建动态空间自回归及空间杜宾模型,实证地区公共服务差异、城乡公共服务均等化及民生财政支出对城市化的影响。研究表明:地区公共服务差异是促进人口异地城市化的显著因素;城乡公共服务均等化能有效促进本地城市化发展;民生财政支出通过作用于公共服务加强或抑制上述效应;地区经济发展水平也是影响城市化的重要因素。

Build cities＇ evaluation index systems measure the districts＇ public services and equalization of public services level of 286 cities in China from 2002 to 2012. Analysis how do the difference of public services and equalization of public services and finance of people＇s livelihood influence urbanization and test it by empirical study method with dynamic spatial autoregression model and dynamic spatial Dubin model. The results show that, the difference of public services promoted the urbanization of remote. Equalization of public services could promote the local urbanization. Finance of people＇s livelihood reinforces the two effects by influencing public services. Economic development is also an important factor which affecting urbanization.
