构建我国科技人才信息宏观监测体系的思考与建议

Thinking and Suggestions of Information Statistics System for Scientific and Technical Talents of China

科技人才信息宏观监测是一个国家和地区科技人才发展与管理的重要基础性工作。在对科学技术和科技人才等基本概念进行辨识的基础上，分析国内外科技人才信息宏观监测的现状，探究我国科技人才信息宏观监测存在的问题，并从组织架构、监测口径和渠道、制度建设等方面提出我国科技人才信息宏观监测体系构建的思考和建议。

Statistics for talents information is an important and fundamental work for national and regional scientific and technological talents development and management. Based on the identification of the concepts of science, technology and talents, we analyzed the domestic and foreign status of statistics for talents information, and explored the problems in China. Policy suggestions were recommended for the system construction of statistics for talents information of our country from the aspects of organization, standard and institution.
