贫困农牧区社区养老服务现状与对策研究——以内蒙古为例

On the community services for the aged in the poverty-stricken agricultural and pastoral areas of China: A case study of Inner Mongolia

社区养老作为介于家庭养老与机构养老之间的一种养老模式,相对于日益弱化的家庭养老和尚未健全的机构养老,具有广阔的发展空间和独特的养老服务功能。与发展较成熟的城市社区养老相比,我国广大农村牧区特别是贫困农牧区的社区养老服务体系建设严重滞后,农牧民急剧增长的诸多养老服务需求得不到满足。为促进社会主义新农村新牧区建设,完善社会保障体系,积极应对贫困农牧区面临的养老服务困境,探索建立健全贫困农牧区社区养老服务体系,最终实现农牧民老有所养在当前显得更加重要而紧迫。

As a pension mode between family pension and institutional pension which are not mature, the community service for the aged has a broad development space and unique service function. Compared with a more developed urban community endowment insur- ance system, in the vast rural areas of China, especially in the poverty - stricken agricuhural and pastoral areas, the construction of community endowment service systems lags much behind, which fails to meet the increasing demands for endowment services by the farmers and herdsmen in these areas. To promote the construction of our new socialist countryside and pastoral areas, it is necessary to perfect the social security system, solve the difficulties of endowment insurance services, establish and improve the community endow- ment service system in the poverty - stricken agricultural and pastoral areas, and realize farmers and herdsmen＇s rights to old - age care.
