摘要 南水北调工程调度运行中心地址的选择,是南水北调工程建设的关键环节之一,但目前对于调度运行中心地址优选方法的探讨较少。在分析总结影响选址方案因素的基础上,确定了基于因素分级评分法的优选方案评估指标,利用定性和定量的综合评价来保证选址结果的科学性和合理性。并以工程东线南京调度运行中心为实例,通过对比得出最优区域,从理论与实践结合的角度为南水北调工程运营管理期的效益发挥最大化奠定了基础。研究表明,因素分级评分法进行项目选址是合理的、可行的,而且更具可操作性。 The location of the dispatch and control center of south-to-north water diversion project is one of the key aspects of the construction. However,the discussions are insufficient. Based on analyzing and summarizing the influential factors,assessment indicators based on factor classified and rating method was established,using qualitative and quantitative evaluation to ensure the scientific and rationality of the result. The example of Nanjing dispatch and control center of the project’s East-Route obtained an optimized area,laid the foundation of maximizing the operation and management period’s benefit,from the perspective of theory and practice. The research shows that the factor classified and rating method is reasonable and feasible,and more operational.
