新常态下外资经济的转型发展：基于环境效率的视角

Transformation Development of Foreign Economy in New Normal: Analysis Based on Perspective of Environmental Efficiency

随着我国经济进入新常态,传统要素优势减弱,环境承载压力加大,环境效率将成为外资经济转型发展的落脚点。当前,我国环境效率水平较低,外资经济对环境效率影响整体为负,并存在明显的区域差别。为此,应把提升环境效率作为外资经济转型发展的主线,完善市场机制,发挥市场的引导作用;提高环境标准,加大环境规制力度;区分不同地区,制定差别化的政策;注重技术的引进与消化吸收,提高本地企业的创新能力。

As China's economy stepping into new normal,the advantages of traditional factors are decreasing,the environmental bearing pressure is increasing,and the environmental efficiency will be the footing of transformation development of foreign economy.Presently,the environmental efficiency of our country is pretty low,and the impact of foreign economy on the environmental efficiency is negative,and there is striking difference among areas.Therefore,the promotion of environmental efficiency should be treated as the main thread of foreign economy transformation development,to perfect market institution and to play its guiding role of the market; it also needs to improve the environmental standard,to reinforce environmental regulation,to make differential policies corresponding to different areas,to value the import and absorption of foreign technology and to improve innovation ability of local enterprises.
