突发性动物疫情公共卫生事件应急管理链节点研究

Research on Emergency Management Chain Node of Sudden Public Health Incidents of Animal Epidemics

动物疫情公共卫生事件演变机理非常复杂,应急管理链条长、环节多、覆盖面宽、管理对象分散。在错综复杂的动物疫情公共卫生事件应急管理中,快速准确地发现政府应急管理链中的关键链节点,已经成为各级政府科学应对重大动物疫情公共卫生事件、推进国家治理体系和治理能力现代化的新挑战。本文对动物疫情卫生事件应急管理链及其关键链节点的基本条件、管理链结构及管理链节点重要程度进行了研究,提出了五项政策建议:坚持"预防为主"方针把预控环节放在首位、夯实政府应急管理链节点研判信息工作基础、科学把握"抓重点、重点抓"应急管理方法、加快构建动物疫情卫生事件应急管理网格体系、全面实施动物疫情卫生事件应急管理依法治理。

Evolution of animal disease public health emergency mechanism is very complex, emergency management chain length, links, wide coverage, managed objects dispersed. In the complex animal disease public health emergency management, quickly and accurately find government emergency management chain key chain node, it has be- come a science at all levels of government to respond to public health events of major animal diseases, the promo- tion of national governance systems and new and modem governance challenge. In this paper, the basic conditions for animal disease health emergency management chain and key chain node, structure and management chain management chain node important degree carried out research, the adherence to the ＂prevention first＂ principle part of the pre - control in the first place, tamping govemment emergency management chain node information work judged based on scientific understanding, ＂focuses on major, focusing on＂ emergency management, acceler- ate the construction of animal disease grid health emergency management system, the full implementation of ani- mal disease health emergency management according to law and other five policy recommendations.
