Building the Party's Governing Capacity in the Context of Party-Masses Relationship

中国共产党因为其特殊的执政地位和组织架构,使得党与群众的关系所涵盖和涉及的领域更为广泛。新形势下,"脱离群众的危险"更加尖锐地摆在全党面前。中国共产党要以保持党同人民群众的血肉联系为核心,通过构建和谐的党群关系、坚持执政为民的理念、转变执政方式和重视执政队伍建设等方面来加强执政能力建设。

As a result of its special ruling status and organizational structure, the Communist Party of China （CPC） has more areas to cover in dealing with its relationship with the masses. Under the new circumstances, the “risk of detach- ment from the masses” looks more imminent for the Party. CPC should take the core responsibility of maintaining insepara- ble relationship with the masses, and build its ruling capacity by building a harmonious relationship with the masses, insis- ting the concept of governing for the people, changing the ruling methods, and enhancing the governance team building.
