地方高校二级学院院务公开路径探析

A Probe into the Operation Route of Publicity of School Affairs in Local Institutions of Higher Learning

地方高校二级学院在快速发展的同时,不能忽视和淡化民主办学,应重视并强化院务的公开,发挥师生员工在学院民主管理中的积极作用。在阐述院务公开的必要性基础上,剖析了存在的问题,论述了师生员工在院务公开工作的表达权、知情权、参与权、监督权和得益权,提出了院务公开"五权"工作新方法,以期推进院务公开工作。

With the rapid development at school level in the local institutions of higher learning, it should not be neglected or loosened in the democracy of running of the school and attention should be paid in publicity of school affairs and in the positive role played by the faculty and students in the democratic administration of the school. The paper expounds the necessity of publicity of school affairs, and analyzes existing problems, and in order to solve the problems the paper has also put forth five-rights that faculty and students should be entitled in the publicity of the school affairs, that is, right of expression, right of awareness, right of participation, right of supervision, right of benefit. It is expected that this new ＂five- right＂ method should push forward the publicity of school affairs.
