特色新型高校智库建设与高校科研组织范式创新

An Innovative Model for Scientific Research Management As a Guarantee for Building a New and Special Think Tank

加强中国特色新型智库建设是党中央和国务院应对国内外挑战、实现跨越式发展的重大决策。高校具有学科、人才和图书资料等优势,是建设特色新型智库的重要力量。高校科研活动是推动高校建成特色新型智库的重要抓手和保证。当前,中国高校在科研立项管理、人员组织、经费分配、考核评价方面存在一些问题,不利于高校智库潜能的最大发挥。高校需要创新科研组织范式:组建三级联动的科研协作委员会,建立统一规划、分层实施的项目管理制度,建立科研经费多方筹措的机制,推行侧重论文著作转向服务决策和满足需求的科研考核制度,为高校建成特色新型智库提供多重保障。

Strengthening the construction of a new think tank with Chinese characteristics is a major decision by the Central Committee of CPC and the State Council in order to live up to domestic and international challenge and to achieve quick development. Higher educational institutions, with their resources in disciplines, personnel and books, play an important role in constructing such a think tank. And for them, managing scientific researches is the focus and guarantee for realizing this goal. However, at present, they do not tap their potentials to the fullest extent due to a series of problems concerning research project management, personnel organization, funds distribution and evaluation. Therefore, an innovative model has to be established to provide multiple guarantees for building this new think tank. Higher education institutions need to set up a highly linked three-leveled research committee for coordination, build a system in which research projects are overall planned and managed hierarchically. They also have to seek a new funding mechanism with multiple sources and implement an evaluation system that emphasizes service decision-making rather than paper publication.
