市级医院托管县级医院的探索与实践

市级医院托管县级医院是西部公立医院改革的一种重要尝试和实践。托管在保持原有产权不变的情况下实现医院的所有权和经营权的有效分离,这不仅有助于优质医疗资源在城乡医疗机构之间合理流动,而且有助于大型医院集团化发展战略与提供安全、有效、方便、价廉的医疗卫生服务有机地结合在一起,实现了托管方与被托管方的共赢,进而不断保证基层人民群众日益增长的医疗卫生服务需求。

In part of reforming public hospital system, it is an important attempt and practice to build county hospitals under the Municipal of city hospitals. If we effectively separate the ownership and management while maintaining the original property, we will help medical resources flow between urban and rural institutes. We describe our strategy of providing safe, effective, convenient and affordable health services in the process of developing major hospitals. In practice, our strategy arrives at a win-win situation.
