多民族及生态脆弱地区产业结构演替及生态环境效应分析——以云南省怒江州为例

Study on Evolution of Industrial Structure and Eco-environment Effect in Multi-ethnic and Ecologically Fragile Areas——A Case Study on Nujiang,Yunnan Province

经济快速发展和生态环境保护是怒江州亟待解决的两大难题,产业结构调整、升级是解决问题的主要手段。该研究以1978~2012年为研究时段,对云南省怒江傈僳族自治州三次产业及产业内部进行时间序列和空间差异分析,并采用产业结构变化的生态环境效应分析模型对产业结构变化带来的生态环境影响进行评价。结果表明：1978~2012年研究区一产比例持续下降,二产比例不断增大,三产比例稳中有升;泸水、福贡、贡山3县产业结构逐渐发展为以第三产业为主,而兰坪县则以二产为主;在产业不断演替的过程中,由于怒江州产业结构变化导致的生态环境影响处于较弱到中等水平,生态环境整体情况良好。研究区产业结构不断调整并逐渐趋于合理化,生态环境和经济发展处于相对协调状态。

Rapid economic development and eco-environmental protection are two major problems to be solved in Nujiang,adjustment and upgrading of industrial structure is the main means. Analysis of time series and spatial differences are applied on industrial structure and internal industry,eco-environmental effect of industrial structure changes analysis model is also used to evaluate the influence of industrial structure changes in Nujiang City,Yunnan Province from 1989 to 2012. The study shows that： the first industry continue to decline,the proportion of second industry is increasing and the third one steadily soar. The third industry gradually develop into the main industry of industrial structure in Lushui,Fugong,Gongshan counties,however Lanping County focus on the second industry. In the course of industrial structure evolution,the influence degree be a weak to middle level,the environment of study area be in a good condition now. Industrial structure gradually turn to be rational,ecoenvironment and economic development in a relatively coordinated state.
