国际产业转移的空间结构塌陷及其治理方略

Collapse of Spatial Structure in International Industrial Transfer and Its Control Strategies

现代空间经济学认为,在产业转移中区域空间结构演进,呈现由封闭模式到中心-外围模式再到区域专业化模式转变,在此过程中区域经济结构将从低端均衡到非均衡再逐步趋向高端均衡发展。但在发展中国家承接国际产业转移中未必完全如此,也可能出现空间结构演变分岔,从中心—外围模式落入外围-外围模式。本文应用空间动力学原理,结合我国区域发展的典型案例比较分析,探讨在国际产业转移中由于中心区产业逃逸而造成空间结构塌陷的内在机制,并从深耕内生性产业集群、建构国内价值链、增强自主创新能力、降低产业转移交易成本等方面,提出治理空间结构塌陷的若干方略。

Modern spatial economics holds that spatial structure in industrial transfer presents an evolution from closed model to core- periphery model and again to regional specialization model,and during this process the regional economic structure will change from low- level equilibrium to disequilibrium and then gradually toward high- level equilibrium. However,the international industrial transfer undertaken by developing countries may not always be so for it is likely that the spatial structure will bifurcate from core- periphery model into periphery- periphery model. By applying the principles of spatial dynamics and making a comparative analysis of typical cases of China 's regional development,the paper discusses the intrinsic mechanism of collapse of spatial structure caused by the escape of industries from a central area during international industrial transfer,and puts forward several strategic suggestions on controlling the collapse of spatial structure in the aspects of constructing the domestic value chain,enhancing the independent innovation competence and reducing the transaction costs for industrial transfer.
