加快推进中国(上海)自由贸易试验区海关监管制度创新:贸易便利化的视角

中国(上海)自由贸易试验区建立一年多来,海关积极探索适应自贸区的新型海关监管制度,相继出台了一系列改革措施,并形成了许多"可复制、可推广"的宝贵经验,按照"一线逐步彻底放开、二线安全高效管住、区内货物自由流动"的要求,实施了监管模式的创新;试点国际贸易"单一窗口",大幅提升贸易便利化程度;对保税及口岸货物探索建立了货物状态分类监管。因此,中国(上海)自由贸易试验区海关监管创新未来发展的方向为:继续深入创新监管服务模式,实现监管理念、监管重点、监管手段的逐步转变;按照循序渐进的原则分阶段方式发展上海国际贸易"单一窗口",不断拓展"单一窗口"功能;大力借鉴美国等国家的分类管理经验,进一步完善自贸试验区货物监管模式。

Therefore, the future directions of the innovation of customs supervision in Shanghai Pilot Free Trade Zone are as follows ： a deeper exploitation of supervision service mode to achieve the gradual transition of the supervision＇s concept, emphesis and method; diversifying the functions of Shanghai international trade ＂ single window＂ step by step; Moreover, improving the cargo supervision mode in Shanghai Pilot Free Trade Zone by learning the experience about classification management from developed countries such as America.
