国外农业补贴:研究述评与未来展望

Literature Review on Foreign Agricultural Subsidy Systems

自WTO农业补贴规则生效以来,多数国家、尤其是工业化国家农业保护依然保持着日益增强之趋势。作为当今世界大多数国家支持农业发展、增进农民福利的有效政策工具,农业补贴逐渐成为一个极富挑战性、学术价值和现实意义的研究热点。本文从理论研究和经验分析两方面,系统地梳理了国外农业补贴的最新研究成果,试图从中归纳出各国农业补贴制度的共同规律与改革趋势,为我国农业补贴制度的优化提供方向性或前瞻性的理论指导与经验借鉴。

After WTO disciplines of agricultural subsidy became effective, agricultural protectionism remains a growing trend in many countries, particularly in the industrialized countries. Agricultural subsidies, as a policy tool, are widely applied worldwide to support agricultural development and improve farmers＇ welfare. And agricultural subsidy has become a research focus with great challenges with both academic value and practical significance in nowadays and in the future. From the perspective of theoretical research and empirical analysis, the latest research results abroad are sorted out systematically. In this research, the basic characteristics and the reform trend of these countries＇ agricultural subsidy system are generalized, and the orientation or forward-looking theoretical guidance and experience are provided for the further optimization of Chinese agricultural subsidy system.
