中国的周边外交:多边主义还是双边主义

Chinese Neighborhood Foreign Policy:Multilateralism or Bilateralism

在区域合作战略不断推进、目标不断提高的大背景下,本文试图反思多边主义和双边主义战略在中国周边外交中的适用性。在中国的区域合作进程起步之时,多边主义为周边战略的展开提供了有用的方法。但是,随着美国重返亚太、对中国挑战的界定不断升级,以及多边主义战略自身所具有局限,双边主义应该成为接下来中国周边外交的主要战略,而夯实中国与周边国家的双边关系则是当务之急。

Considering the fact that China has been promoting its regional cooperation strategy and upgrading its objective, this paper tries to reflect the applicability of multilateralism and bilateralism in Chinese neighborhood foreign policy. It holds that multilateralism has provided useful ways for China during the origin of regional cooperation process. But with the US coming back to Asian-Pacific region and its upgrading of the identification of Chinese challenge, and the limitations of multilateral strategy itself, bilateralism should become the main strategy of Chinese neighborhood foreign policy, while consolidating the bilateral relationships between China and the neighboring states should be highly prioritized.
