摘要
无锡的智慧城市建设应首先从顶层设计入手，建立一套面向未来“智慧规划”的体系和方法。通过纽约和维也纳的智慧城市规划的分析借鉴，探讨“智慧无锡”与城市规划编制和管理的相互关系，进而提出了“智慧规划”的构想与相应关注的几个问题。以无锡市智慧城市发展规划为例，探索了智慧无锡顶层规划设计和建设，高标准建设信息基础设施，重点打造城市建设和管理、安全运行、交通运输、节能环保、医疗卫生、文化教育等六类智慧城市应用工程，希望能引起更多对智慧城市建设中相关规划理念、方式及方法的思考。
To be a smart city, Wuxi is supposed to focus on the ＂top level design＂ and build a system based on the smart plan. By analyzing the cases of New York and Vienna in smart city construction, the paper explores the relationship between smart plan and the process or management of urban plan, and then puts forward some key issues with regard to the smart plan. As the ＂top level design＂ and smart city development planning of Wuxi is typical, the paper hopes to shed some light on the smart city construction regarding to information infrastructure, urban construction and management, safe operation, transportation, energy conservation and environmental protection, medical hygiene, culture education and so on.
