基于连片性的工业用地评价在存量规划中的应用

摘要 经过改革开放30多年的快速发展,我国东部发达地区“土地换发展”的模式难以为继,在土地增量有限的情况下,存量用地整合将成为该类地区空间发展的主要模式。针对存量工业用地布局零散、功能混杂等问题,本研究引入地块“连片性(connectivity)”概念,运用GIs定量提取集中连片的工业用地,实现工业用地“保整不保零”。以中山市为例,选取工业用地适宜性评价指标对现状工业用地进行评价,并对适宜性评价结果进行检验,根据适宜性评价结果指导工业用地减量布局规划。通过对适宜性评价结果的合理性评估分析,本文认为基于集中连片的工业用地适宜性评价符合中山市产业发展现状,评价结果合理,基于集中连片的工业用地评价有利于促进工业用地集聚发展,对存量规划中的用地调整具有指导意义。 China's Reform and Opening policy has generated rapid development over the last thirty years, but such development strategy is largely at the cost of land resource.Now, it is unsustainable, especially for developed areas in Eastern China, as lands, particularly industrial lands, are dispersed and mixed with different uses. With the limited land supply, inventory planning with a focus on land consolidation thus become an important space redevelopment pattern. This paper employs the concept of Connectivity with GIS spatial analysis tool to identify and plan for areas of consolidated industrial lands. Taking Zhongshan City as a study case,this paper chooses industrial land suitability indicators to conduct a land suitability assessment (LSA), the results of which are then used to guide industrial land consolidation planning. Results of Connectivity-based LSA indicate many general facts of the city's industrial development, provide a guidance for industrial land agglomeration, and prove that it is an effective technique for inventory planning.
