The Political Significance of the “Belt and Road” Initiative and the Asian Infrastructure Investment Bank

在新的国际形势下,我们提出"一带一路"的发展战略对于维护中国政治安全有着极大的政治意义。它的最高政治目标,就是让我们的朋友多多的,让我们的敌人少少的,为我们的国家发展战略创造一个良好的外交环境。中国要汲取历史上俄国在中东铁路上越帮越忙、交友不成反为仇的教训,深入体会和总结毛泽东"坦赞铁路"将中国和非洲人民友谊联结迄今的成功经验,用丝绸之路联起中国与世界,尤其是与第三世界的友谊。亚投行的设立,标志着世界经济政治重心及与此相应的权力体系正在发生着转移。亚投行是历史赋予中国的机遇,更是挑战。机遇是我们有了学习管理国际金融本领的机会,挑战是我们不得不接受可能产生的国际资本对坚持社会主义道路的中国更大的伤害。避免伤害的办法不是躲避,而是向它学习并掌握战胜它的本领。

Under new international conditions,the development strategy of the ＂Belt and Road＂initiative has extremely important political implications to maintain political safety.The highest political objective of the strategy is to make more and more friends and to reduce our enemies,and thus to create a sound diplomatic environment for our national development strategy.China should learn historical lessons from Russia,who failed to make friends with China but made China its enemy when Russia built the＂Chinese Eastern Railway＂.Moreover,China should better understand the successful experience about how the TAZARA Railway built up the Sino-Africa friendship in order to built up the friendship with the world,especially with the Thrid World through the New Silk Road.The foundation of the Asian Infrastructure Investment Bank（AIIB）implies that the center of the world economy and politics as well as the corresponding power system is shifting.AIIB is a historical opportunity and at the same time a challenge for China.It provides us the opportunity to learn how to manage international finance,but it also expose us to the potential harms of international capital to our socialist road.In order to avoid the harms,we should master the knowledge about how to defeat it.
