随着国有企业管理水平的不断提升，迫切需要建立与企业发展相适应的全面风险管理体系。为切实提升公司防范和控制风险的能力，为企业持续健康发展提供坚实保障，东方锅炉股份有限公司（以下简称“公司”）根据国家相关规定，参考全面风险管理理论，启动了全面风险管理体系建设工作。经过探索和努力,建立了风险管理组织体系、企业风险指标体系及风险管理信息系统，确立了风险管理三道防线，制定并颁布了《全面风险管理总则》标准，全面风险管理体系基本建成，为公司深入开展风险管理工怍，防范经营风险，提升经营管理水平奠定了基础。

As the continuous improvement of the state-owned enterprises＇ management level, it is urgent to establish a comprehensive risk management system to meet the needs of enterprises＇ development. In order to improve the abilities of risk prevention and control and to provide a solid guarantee for healthy anti sustainable development of the enterprise, Dongfang Boiler Group Co., Ltd. （herinafter referred to as ＂Compaty＂） started to estahlish the Comprehensive Risk Management System referring to comprehensive risk management theory in accordance with the relative provisions of China. Through exploration and hard work, Company has set up the Risk Management Organization System, Enterprise Risk Index System and Risk Management Information System, established three lines defense of risk management, and formulated and issued Comprehensive Risk Management General Provision Standard. The establishment of eomprehensive risk management system laid a foundation for carrying out the risk management work in a deep-going way, protecting the operational risk and improving managerial and administrative expertise.
