泾河东庄水库移民安置方式研究

Research on Resettlement Scheme of Dongzhuang Reservoir in Jinghe River

随着国民经济的快速发展,人地矛盾问题日益凸现,大中型水利水电工程建设征地移民安置中传统的农业安置方式受到挑战,受淹企业拆迁补偿后职工再就业缺乏研究。针对陕西省泾河东庄水库移民安置工程,通过移民安置意愿调查及库区经济社会状况分析,结合城镇化建设方向,探索东庄水库农村移民安置方式,提出了小城镇安置、自谋职业安置和社会养老保障安置相结合的综合安置方式,以及受淹企业职工再就业安置新思路,为解决日益严重的人地矛盾,保证水利水电工程建设征地移民妥善安置、保持社会稳定和促进城镇化健康发展提供了有益参考。

With the rapid development of national economy, human and land contradiction is intensifying, the tradi- tional rural resettlement mode on land requisition and resettlement for construction of water resources and hydropower projects is being challenged, and there is lack of research on re-employment issues after relocation and compensation for the affected enterprises, Based on the affected people＇s opinion survey and socio-economic analysis in Dongzhuang reser- voir area, combined with the urbanization trend, this paper explored the rural resettlement modes of Dongzhuang reser- voir, and put forward the resettlement modes integrated with small town construction, self-employment, social endow-ment insurance, and new idea of re-employment for the affected enterprises. The research provides the beneficial refer- ences for solving the contradiction between human and land, and guaranteeing appropriate resettlement, maintaining so- cial stability and promoting the healthy development of urbanization construction.
