农村土地流转中存在的问题及其改进策略

Improvement Strategies to Resolve the Problems Resulting from Rural Land Circulation in China

农村土地流转量虽然在逐年增加,但土地流转的范围和数量还远不能满足现代农业集约化经营的需要,而且存在地区差异明显、流转不规范、市场机制不完善、农民受益少等突出问题。这些问题反映了农村土地流转程度不高,流转的目的不明确,制约了当前农村经济发展。要切实做好土地流转工作应改革当前的土地制度,提高对土地流转的认识,依法保护土地承包方和土地受让方的利益,建立健全土地流转管理机制,构建农村土地流转制度创新的金融体系等措施,推进土地流转工作的顺利进行和开展。

In spite of the facts that the amount of rural land circulation increases year by year in China, the government has adopted policies to actively support the development of rural family farms and an urgent need to increase the scope and num- ber of land circulation, there still exist some outstanding problems such as apparent regional differences, unstandardized cir- culation, imperfect market mechanism, less benefit farmers obtained from land circulation. These circumstances reveal that China＇s rural land circulation is at an early stage whose manifestation modes are unclear circulation purpose and too many circulation scope and tasks, tn order to fulfill the work of land circulation, improvement strategies that should be adopted are these： reform the current land system, raise awareness of land circulation, provide legal protection for transferor and transferee, establish and improve the management mechanism of land circulation and buiid innovative financial system of rural land system as well.
