医疗资源垂直整合的几种情况分析

对公立医院改革过程中医疗资源垂直整合的几种情况进行探讨,阐述整合医疗资源在医改中的重要作用。通过对武汉"医院直管"模式、镇江的"集团联营"模式、上海"医联体"等模式进行分析,研究医疗资源整合的运行情况。资源整合实现了三级医疗机构之间的有序衔接,以及对医疗资源的共享,为患者提供了方便有效的就医条件,但在资源整合的过程中仍遇到了多重管理、补偿机制不到位等问题,需要通过政府的有效协调加以解决。医疗资源垂直整合是改善医疗资源碎片化,有效提高医疗资源使用效率,缓解群众"看病贵、看病难"问题的有效途径之一。

This article made an analysis on some cases of medical resources integration in the reform of public hospital, and discussed its important impacts on medical reform. According to the case analysis of direct management mode in Wuhan, group affiliation mode in Zhenjiang, medical alliance mode in Shanghai, the authors investigated the operation of medical resources integration, which achieved the three-tier health delivery system, sharing of medical resources, providing effective and convenient medical conditions for patients. However, there were some problems in the process of integration of resources, such as multiple management and insufficient compensation mechanism, which need government to provide effective coordination. It showed that vertical integration of medical resources is one of the effective ways to improve health services fragmentation and the efficiency, and solve the problems of ＂inaccessible and unaffordable medical care＂.
