略论社会分配公正的制度保障

System Guarantee and Social Distribution Fairness

改革开放以来,我国经济建设取得了无与伦比的巨大成就,已成为世界第二大经济体,这是一种社会的进步,但也不能忽视这一经济现象中存在的社会分配不公问题。现阶段我国分配不公现象极为突出,并已成为我国当前及今后经济社会发展的障碍。我国社会分配不公与转型时期公正制度的缺失有极大的关联性,其主要因素有市场经济体制不健全、社会保障水平低、公共财政体系不完善以及税收征管乏力、行业垄断等。保障社会分配公正是构建社会主义和谐社会的必然要求,而社会分配公正的核心在于制度公正,因此,必须进一步完善我国的市场经济体制,提高社会保障水平,健全公共财政、税收征管制度,打破行业垄断,构建能够真正实现社会公平公正的分配制度体系。

Since the reform and opening up, China has made great achievements in economic development, and is now the world＇s second largest economy. However, unfair distribution is still prominent at present, may even become an obstacle to China＇s further economic and social development. Social distribution fairness is subject to system justice. Ways to con- struct fair distribution system are as follows, to perfect the market economic structure~ to improve the social security level; to regulate public finances and tax collection management; to break the industry monopoly.
