整体性治理:一种研究智慧城市的新视角

Holistic Governance:A New Perspective of Analyzing the Smart City

从智慧城市与整体性治理的内涵出发,发现两者在理论背景、核心目标、长期愿景等方面有契合之处,这种契合为引入整体性治理提供了可行性。智慧城市理论研究的空白与不足,实践中存在的多种孤岛、服务碎片化、各主体协作性不强等问题表明智慧城市研究和实践中引入整体性治理的必要性。从整体性治理的视角,对智慧城市的建设提供一些策略性的建议,即提供一站式服务,实现信息共享;运用"知识型管理",培育智慧官员与智慧民众;树立新的行政伦理,培育"主动型公务员精神";实现政府间的关系协调和多元主体间的利益整合。

The article begins with the connotations of the smart city and holistic governance.It comes up with some similarities including theoretical background,core ideology and long-term prospect,which provide feasibility for the introduction of holistic governance.Meanwhile,it is also in necessity to bring in holistic governance because of the theoretical deficiencies and practical problems such as various isolated islands,fragmented services and weak collaboration of subjects.From a perspective of holistic governance,this article provides some suggestions such as offering one-step service,sharing information;cultivating both knowledgeable officials and citizens by knowledge-based management;establishing a new administrative ethic of active civil services,and accomplishing the coordination among local authorities and interest integration of multiple subjects.
