治理理论视角下我国农村社区管理体制创新研究

Study on System Innovation of Our Rural Community Management under a Perspective of Governance Theory

农村社区管理体制的不断创新和完善,是新农村建设能否取得成功的重要保障,也是国家治理现代化的基础。我国农村社区管理体制经历了传统社会的内生性乡绅治理、近代社会的经纪人管理、新中国成立后的队社体制与乡政村治等阶段,现阶段其管理面临着制度脱嵌、模糊治理、财力匮乏、压力型管理等问题。基于治理理论的视角,强调农村社区管理体制应走向多元合作、互动共治,并从社区文化、协调机制、筹资模式、管理手段方面,提出构建新型农村社区管理体制的基本路径。

The continuous innovation and perfection of the rural community management system is an important guarantee for the success of the new rural construction and also a basis of the state governance modernization.China＇s rural community management system has experienced the stages of the endogenous squire governance in the traditional society,broker management in the modern society,and after the founding of new China,the team agency system,countryside politics and village governance.At the present stage,the management is faced with problems such as the lack of the system,the fuzzy governance,the shortage of financial resources and the pressure management.Based on a perspective of governance theory,this article emphasizes that the management system of the rural community should be multi-cooperative and governance-interactive.It proposes to build a basic path of the new rural community management system from the community culture,coordination mechanism,financing mode and management means.
