Comparison and Self Innovation of Scientific Research Management between China and the West

摘要 中国与西方科研管理的差异主要表现在管理理念和管理方法的差别。在管理理念上,西方重人本、重长远、重结果导向,中国则重物本、看短期、重过程导向;在管理方法上,西方重自我管理、重专业性评价、重综合协调管理,中国则相反。科研行政部门对知识生产的本质把握不准确是造成中国科研管理落后于西方科技发达国家的主要原因。因此,需要从管理理念和管理方法两个方面进行科研管理创新。 The differences between Chinese and western scientific research management are mainly showed in the differences in the management ideas and methods.In the concept of management,the West pays more attention to human,long term and result orientation.While in China we attach more importance to facts,short term and process orientation.In the management method,the West pays more attention to self management, professional evaluation and comprehensive coordination management.In China,the opposite has happened.The research administrative departments in our country don't get the essence of knowledge production,which is the main reason why Chinese research management lags behind the western developed countries.Therefore,we need to make innovations of research management from two aspects of management ideas and management methods.
