基于政府职能转变的民族地区新型城镇化发展路径选择研究——以广西为例

A Study on the Route Choice of Ethnic Regions' New Urbanization from the Perspective of Government Function Shifting :A Case Study of Guangxi Autonomous Region

城镇化是社会发展的必然趋势,也是民族地区全面建设小康社会,促进民族融合的重要选择。以少数民族为主要世居人口的广西受到自然、经济和社会因素的影响,城镇化发展滞后,其原因在于地方政府的"逐利者"角色未扭转,社会职能建设滞后于城镇化进展,区域经济发展不协调,城镇化引发征地拆迁冲突的治理机制不足等问题。政府职能转变视角下的新型城镇化路径安排体现为:从空间扩张到层次有序的宏观调控职能;从逐利者转变为培育者的政府角色;从经济职能为中心转变为以社会职能为重点;从区域分化到区域整合的规划职能;从城乡分治的文化职能到城乡包容的服务职能。

Urbanization is an inevitable trend of social development, and an important choice of comprehensively constructing well-off society in the ethnic minority areas as well. Taking Guangxi as an example, the autonomous region in which generations of minorities live is so deeply affected by various natural, economic and social factors that its urbanization development is quite lagged off than other regions in China. The reasons lie in several aspects as local government＇s ＂profit-orientation＂, social function constructing does not keep up with the pace of urbanization, the uncoordinated development of regional economy, and imperfect preventive governance mechanism for land expropriation conflicts. The article suggests that, from the perspective of shifting government＇s function, the route of new urbanization should be： the macro control function of government should be shifted from space expansion to orderly arrange; the government should change itself from ＂p rofit pursuer＂ to ＂cultivator＂; the focus of government should be shifted from ＂economic-function-centered＂ to ＂social-function-centered＂; the planning function of government should be shifted from ＂regional separation＂ to ＂ regional integration＂; the government competency should be shifted from ＂separated rural and urban cultural governing＂ to ＂rural and urban inclusive servicing ＂.
