变权物元模型在溃坝洪水受灾区划分中的应用

摘要 为更好地进行流域防洪规划和制定防灾预案,根据溃坝洪水演进特征及其对经济财产的破坏作用,提出了一种基于淹没区受灾严重程度划分受灾区的评估方法。结合国家相关标准将溃坝洪水淹没范围划分为6种区域:溃决区、毁灭区、重灾区、中灾区、轻灾区和安全区。在受灾区的划分上,对传统物元可拓模型加以改进,利用变权物元与评价等级紧密联系的优势来确定受灾区的归属问题,使受灾区的划分更科学、直观、有效。 For better basin flood control planning and disaster prevention drafting,based on the flood routing characteristics and damage degree of dam break flood on economic property,a division method of disaster zones is put forward according to the disaster condition. In the combination of the national standard,the inundation zone of dam break flood is divided into 6 sub-zones,i. e,breaking zone,ruin zone,severe disaster zone,medium disaster zone,light disaster zone and safe zone. In the disaster zone division,the traditional element extension model is improved and the attribution of the disaster sub- zone is determined by using the advantages of tight connection between variable weight element and evaluation order,which makes the disaster division more scientific,intuitive and effective.
